What does the Final Report consist of?

In accordance with Article 2.1 of the General Conditions (Annex II) to the Grant Contract, Final Reports shall consist of a narrative and a financial section conform to the templates given in the annexes to the Grant Contract.

a.  The narrative section consists of:

  • The Final Narrative Report (Annex VI) and its annexes (meeting minutes, technical or manual guidelines, topical reports, newsletters, publications…).

b.  The financial section consists of:

The Final Report is to be presented with, if this is the case, a Payment Request (Annex V) of the balance and Proofs of the Transfer of Ownership of Assets with a value over €5,000 (Annex IX).

What does the Interim Report consist of?

Call 2012- In accordance with Article 2.1 of the General Conditions to the Grant Contract (Annex II), Interim Reports shall consist of a narrative and a financial section conform to the templates given in the annexes to the Grant Contract.

a.  The narrative section consists of:

  • The Interim Narrative Report (Annex VI) and its annexes (meeting minutes, technical or manual guidelines, topical reports, newsletters, publications…).

b.  The financial section consists of:

If the project is not submitting an Expenditure Verification Report (re: Art. 15.6 of the General Conditions to the Grant Contract), then a List of Expenditures must be submitted instead, detailing each single item of expenditure, indicating its title, description, amount, relevant heading in the budget, and a reference to supporting documentation (if any).

The Interim Report is to be presented with each Payment Request (Annex V) for further pre-financing which should cover the financing needs for the following 12-month period of implementation of the project (or less in case of a shorter last reporting period).

What are the Procurement rules?

The rules for procurement executed by grant beneficiaries are established in the Annex IV. Procurement by Grant Beneficiaries in the context of European Union external actions to the standard Grant Contract.

As a general principle, if the implementation of an Action requires procurement by the Beneficiary, the contract must be awarded to the most economically advantageous tender (ie, the tender offering the best price-quality ratio), in accordance with the principles of transparency and fair competition for potential contractors and taking care to avoid any conflicts of interest. In the event of failure to comply with the rules referred to above, expenditure on the operations in question is not eligible for Community financing.

Participation in tender procedures administered by the Beneficiary is open on equal terms to all natural and legal persons of the ACP Member States, the EU States and other eligible states as indicated in Annex I:  List of Eligible countries of the Guidelines.

Ensuring Visibility & Communication

Beneficiaries must take the necessary measures to publicise the fact that the European Union has co-financed the Action. This section is devoted to provide you with guidance about how best to publicise your Action.

Tips

How do I use the logos of the grant programme?

It is essential that projects also include the logos of the ACP Group of States (as Contracting Authority), the EU (as donor) and the ACP S&T Programme (as the grant programme) on their publications. The graphic identity of the EU and ACP must enjoy an equally prominent place and size as that of the implementing project partners.

Under the EU logo (EU Flag) insert the phrase:  ‘Funded by the European Union’ or ‘This project is financed by the European Union’

Under the ACP Logo insert the phrase: ‘Implemented by the ACP Group of States

All publications produced by the project must have the following statement while using the respective logos:

ACP Science and Technology programme II or EDULINK II -  A programme of the ACP Group of States, with the financial assistance of the European Union’.
